Loss Mitigation Grant Program Overview

Supporting Safe Environments for Catholic Parishes, Schools, and Ministries

Program Purpose

The Loss Mitigation Grant Program (LMGP) will provide financial assistance for the repair, replacement, or remediation of physical hazards that pose a risk of personal injury and property damage. Eligible hazards include issues identified during:

  • A formal inspection by a designated Michigan Catholic Conference (MCC) Loss Prevention Representative, or
  • Observations made by parish/school staff, volunteers, or visitors.

The goal of this program is to reduce preventable incidents, promote safe conditions, and support long-term stewardship of (Arch)diocesan entities that participate in MCC’s Risk Management Program.

Eligible Applicants

  • Catholic parishes
  • (Arch)diocesan Catholic schools (elementary, secondary, or early childhood programs)
  • Diocesan offices or ministries housed in diocesan-owned buildings
  • Catholic Charities with operations housed in diocesan-owned buildings

Applicants must be part of the (Arch)diocese and participate in MCC’s Risk Management Program.

Eligible Projects

Repairs or improvements to remediate slip, trip, or fall hazards such as:

  • Loose, unstable, or rusted handrails
  • Cracked, sunken, or heaving sidewalk slabs
  • Potholes or poor drainage in parking lots
  • Uneven thresholds or damaged steps
  • Torn, rippled, or unsecured flooring or carpeting
  • Poor lighting contributing to walking hazards
  • Damaged exterior stairways or ramps
  • Loose pavers, bricks, or tiles in walkways
  • Icy or water-collecting areas requiring permanent fixes

Repairs or preventative maintenance to physical property such as:

  • Insulation of pipes to avoid freezing
  • Gutter and roof repairs to improve drainage and prevent ice dams and water intrusion
  • Tuck pointing and masonry repair
  • Boiler/HVAC maintenance and upgrades

Required Documentation

  1. A completed Grant Request Form
  2. Copy of most recent financial statements
  3. Proof of hazard requiring repair such as:
    • Copy of your MCC loss prevention inspection report noting hazard
    • Photographs with an explanation of the hazard
    • A hazard report submitted by staff or visitors

Funding Levels and Timing

  • Grant amount approval depends on risk severity, impact, and available LMGP funding
  • Projects with urgent safety risks may receive priority
  • Matching funds from the applicant are encouraged

LMGP resets annually on July 1. All requests must be received by November 1. Grants will be awarded by March 1. Subject to change as necessary.

Review Criteria

Applications will be evaluated on:

  • Severity of the hazard (likelihood of injury)
  • Immediacy of the needed repair
  • Volume of foot traffic in the affected area
  • Cost-effectiveness of the proposed repair
  • Timeliness of response to MCC Loss Prevention report findings and commitment to ongoing safety and maintenance
  • Financial need of the applicant

Grant Conditions

  • Funds must be used solely for the approved repair
  • Proof of expenditures (invoices, receipts, contractor quotes) must be provided
  • Repairs must be completed within 120 days unless an extension is approved
  • Before-and-after photos must be provided upon completion
  • Follow-up inspection by the MCC Loss Prevention Representative
